Vermillion City Hall

The Vermillion City Council approved a resolution, required by South Dakota law, to adopt the salaries of city staff at its first meeting of 2021, which was Monday night.

The resolution includes a 2.5 percent increase in wages for city employees and members of the city council.

“The city has, essentially, three collective bargaining agreements,” Assistant City Manager James Purdy told the city council. “Two are with AFSCME (American Federation of State, County and Municipal Employees) and one is with the FOP (Fraternal Order of Police). These three agreements cover the years of 2019, 2020 and 2021. Within those agreements is a provision for a 2.5 percent cost of living adjustment in 2021 for employees who are covered under one of those three agreements.”

He noted that some employees may receive slightly more or slightly less than a 2.5 percent pay adjustment.

“That’s just the wages being corrected to develop pay schedules that are a little more consistent,” Purdy said.

The resolution also provides a 2.5 percent wage increase for non-union, professional, and management employees.

Purdy noted that the South Dakota minimum wage increased to $9.45 per hour on January 1, and that adjustment is reflected in the resolution.

This year’s resolution also designates City staff as essential employees.

Nearly all city of Vermillion employees qualify as either first responders or essential critical infrastructure workers according to the U.S. Department of Homeland Security, Purdy said, adding as the COVID-19 pandemic continues, administration believes it may be beneficial to officially designate city staff as essential in order to recognize the outstanding work they have done throughout the pandemic, and to put the city in a position to utilize any future stimulus funding related to essential employee or first responder staffing.
