The year was 2002 and I was a finalist for the Vermillion Chief of Police. One of the items on my agenda was a tour of the Public Safety Center, which includes the jail. Frankly, I wasn’t impressed with any aspects of the building, but I was appalled at the jail conditions. I felt like it was 1902 rather than 2002.

My first question to Sheriff Andy Howe was how many times he and the county had been sued over the conditions. To my shock his response was none. That was a testament to Sheriff Howe’s ability to manage a seriously outdated facility.
